I answer this as a big fan of Anno 2070 (modded - either ARRC or Tycoon mod or JudeKWmod) - yes, 1800 is totally worth it. What makes things better in 1800: Multiple maps (usually referred to as "sesssions" - old world, new world and, if you have the corresponding DLCs, Cape Trelawney (old world style, with the biggest island ever), the Arctic
I've been playing strategy games since Civ 2, and nothing has ever amazed me like Factorio. Anno 1800 is what I'm currently playing, only because I needed a break from Factorio, but the factory is calling me like a siren from an Anno island. Old World starts out well, but it wore out quickly for me. Forget all about Victoria 3, imho. Deluxe edition content and all 3 season passes, hence complete edition. (Well, again, excluding the cosmetic packs) Hmmmmm if you can't "upgrade" the purchase of the base game directly to the complete edition year 3, then the only path forward is getting season passes and deluxe pack individually. Here is a list of Anno 1800’s DLC to date: Sunken Treasure (Season 1) Botanica (Season 1) The Passage (Season1) Seat of Power (Season 2) Bright Harvest (Season 2) Land of Lions (Season 2
Go on MMOGA and look for " Anno 1800 - Complete Edition Year 4 ". It's under 70€ As for the ornaments, I'm pretty sure they will also be in the complete edition and even if not, they're not worth not getting the complete, as you would miss out on season 4.

Anno 1800 Complete Edition - $71.99 (was $119.99) Anno 2205 Ultimate Edition-$12.99 If you love classic fantasy strategy games, these are totally worth picking up for few dollars per game.

Anno 1800 Console Edition is available in both Standard and Deluxe versions. The Standard version comes with the base game and all the free game updates released for the PC version, while the Deluxe version adds three cosmetic packs: the Amusements Pack lets you add amusement parks; the Pedestrian Zone Pack comes with a variety of ornamental trees and shrubs; and the Vibrant Cities Pack zthd4.
