Yes and no. In PvE, elite specs are pretty much always going to win at end game. In PvP, it's not quite as clear cut, with a few core classes having very strong, pretty comparable builds. Speaking only about raiding, mesmer is one of the strongest raid classes for both its elite specs. Chronomancer by far the highest power dps benchmark in the game, but isn't necessarily the best on a few raids. It also an incredible support outside of healing.
Elementalist is the class that i played the most but today, i cannot find any reason to keep playing my elem. I have the feeling that Arena just destroyed the class, the new elite specs is useless, it's possible to have one of the strongest dps but you need to spend weeks on golem for masteries this.
